Web becomes a first-class target with a web-clean scaffold.

• Added: The web skill: the capability layer, conditional imports, URL strategy and hosting rewrites, IndexedDB storage and streaming HTTP. The scaffold now copies hosting templates when web is selected.
• Changed: The scaffold is web-clean: platform checks use a capability layer instead of dart:io, the boot sequence is web-safe, and the secure storage and package info packages were upgraded to their wasm-clean versions.

The kit installs once per machine and the shared core ships inside it.

• Added: Global install model: the kit lives at ~/.flutter-agent-kit/ and applies to every Flutter project through a router file, so projects contain only code. The shared core instructions install to ~/.agents-core/ in the same run.
• Added: A version file, printed on install, and a per-kit dispatch file installed into the core directory.
• Changed: Backups of the previous install move to a single dated backup root, and the interactive entry point replaces the old scaffold script and Dart CLI.
